Topic or Fork
The cross reference dialog shows the targets both as part of the publication (fork) and outside the publication tree (topic or subpublication). When you insert a cross-reference in topics, you can link to either a topic or a fork. It is important that you understand the difference, as it will produce different results.

Topic
If the topic you want to link to only appears once in the publication, cross-reference the topic directly. Select the topic with the black icon.

Fork
If the target topic appears multiple times in the same publication, link to the fork in the publication. To do this, find the publication in the New cross reference dialog, expand it to reveal its forks, and then select the fork for the topic. Forks have a gray icon.
Fork cross-references link to the topic's specific position in the publication structure. Be aware that the link only works if the topic containing the cross-reference is in the same publication as the fork.

Gray document icons inside publication structures are forks. Black document icons are topics.
